    EU begins IRIS² rollout: 348 satellites for secure communications, climate and crisis services

    Decision and context

    On 7 August the European Commission and the SpaceRISE consortium signed the implementation agreement for IRIS². The contract adds 66 further Low Earth Orbit (LEO) satellites to the previously planned constellation, bringing the core fleet to 348 satellites. The European Space Agency (ESA) will accompany the transition from planning to operational deployment. The move advances the construction of one of the largest planned European satellite fleets for secure communications.

    Potential services and benefits

    IRIS² aims to provide secure, resilient communications across Europe and neighbouring regions. The services are targeted at protected communications for public authorities, robust links for emergency responders, and connectivity for remote areas. For climate and environmental applications the benefits are mainly indirect: a high-capacity satellite backbone speeds the transfer of large Earth observation data sets, supports early-warning chains for extreme events, and facilitates networking of distributed sensors on land and at sea. That can improve situational awareness for wildfires, floods or storms and accelerate adaptation measures.

    Technology and environmental impacts

    With nearly 350 satellites two issues come to the fore: orbit management and emissions.

    First, a dense LEO fleet increases collision risk and complicates traffic management. Scientific and commercial missions are affected, including Earth observation and climate research. Binding end-of-life rules such as controlled re-entries, standardized coordination and efficient manoeuvring are central to managing the orbit sustainably.

    Second, rocket launches produce emissions and there are life-cycle impacts from production, transport and operation. A high number of launches raises the cumulative footprint. Reusable launch vehicles, alternative propellants and optimised mission planning can improve the balance. Regulatory requirements and robust climate accounting from contractors will grow in importance.

    Governance and international coordination

    IRIS² is conceived as a pillar of Europe’s digital sovereignty. ESA’s involvement concentrates technical expertise and coordination at the European level. At the same time, international alignment remains essential: radio frequencies, collision warnings and behavioural standards in orbit follow multilateral rules and technical norms that must be coordinated with other spacefaring nations and operators.

    Next steps

    With the agreement, the project moves into series production, the integration of ground infrastructure and launch campaigns. Timelines, cost-sharing and concrete deployment phases will be further specified in the implementation plans. Parallel to production and launches, demonstrations of security, data protection and interoperability are required — especially if services touch critical infrastructure. For climate-related uses, a decisive factor will be how quickly Earth observation and monitoring data are integrated into operational workflows.

    Relevance for climate and crisis actors

    Organisations that rely on fast, reliable data transfer — for example fire departments, disaster management agencies or hydrometeorological services — can benefit from stable satellite connectivity. Grid operators with weather-dependent generation and research consortia with distributed measurement networks are also potential beneficiaries. At the same time, the ecological side effects of large space programmes — launch emissions and rising orbital density — should be weighed in infrastructure decisions.

    Outlook

    The implementation agreement marks the transition to IRIS²’s realisation phase. The expansion creates opportunities for crisis resilience, digital sovereignty and better networking of environmental and climate information. Whether the constellation becomes an asset for climate and adaptation goals will depend largely on concrete control, coordination and mitigation measures during construction, launch and operation.
